Template documentation

Like Template:Lts and {{tlsp}} for up to three parameters, used in template lists adding links in the same style as {{lts/}} and {{tlrow}}. See above for an example what it does.
{{Tetl}} now covers the previously separate TetlpTemplate:\TnetlpTemplate:\Tnetl templates.
